Great Falls APEX plays key role in helping MT Dirt successfully navigate the Woman-Owned Small Business certification process

MT Dirt & Construction, LLC is a Great Falls-based, woman-owned construction company providing excavation, demolition, drainage systems, septic and water systems, foundations, snow removal, and other site work. Their approach is rooted in reliability, strong client service, and getting the job done right.
The company was built by Carly and Dusty Webber, who combined Carly’s business management background with Dusty’s construction experience to create a business they could grow together.
As MT Dirt expanded, Carly pursued the Women-Owned Small Business certification through the U.S. Small Business Administration (SBA). The certification process involves navigating multiple federal systems, documentation requirements, and eligibility standards, which can be difficult for small businesses to complete independently.
Great Falls APEX played a key role in helping MT Dirt successfully navigate the Woman-Owned Small Business certification process. Through hands-on guidance, we helped her clarify requirements and supported Carly as she worked through each step of the application process.

With guidance from her Great Falls APEX advisor, Carly successfully obtained her certification on the first submission, positioning MT Dirt & Construction to compete for new government contracting opportunities.

Carly shared the impact of that support in the Great Falls Development Alliance Top Ten:

“I am so thankful for all of the support from my Great Falls APEX advisor, Shannon Clancy. Navigating the process of becoming an SBA Certified Woman-Owned Business was daunting to say the least, but with Shannon’s support and guidance, I was able to move through the process with ease. Her intimate knowledge of the sites and systems was invaluable to me and MT Dirt in this process!”
In 2025, Carly was also recognized as an Aspire Award winner at the Fire Within event, a regional celebration honoring women entrepreneurs and business leaders in the Great Falls region. The Aspire Award recognizes women who have launched businesses within the past five years and are already demonstrating strong growth, creativity, and leadership.
Today, MT Dirt & Construction continues building on that momentum. The company is strengthening its presence in the government market, expanding its opportunities, and demonstrating that a woman-owned Montana construction business can compete, grow, and thrive with the right combination of grit, expertise, and support.
